Why not just capture the MouseDown event in the Listbox itself.

Yes: put a Canvas over the header of the listbox in the IDE. This canvas will
have nothing in its Paint event, so it'll be invisible, but its MouseDown event
will check IsCMMClick, and if that's true, pop up the contextual menu (and
return true to terminate further mouse processing). Otherwise, it'll return
false, and the click will fall through to the listbox as normal.
