1) Build the shadow
  a) draw the text to a picture's mask in a blurred state 
  b) set the picture's surface to the color you want the shadow to be
2) Draw the shadow, draw the text over it in w/e color you want (white over a 
black shadow looks
best I think)

Of course, this process is rather CPU intensive, I'd suggest caching the shadow 
picture if you are
going to be drawing the shadowed text alot.

My open source project ImagePlay has a blur effect, and even an effect for 
drawing shadowed text.
For best results, I'd suggest you merely use this as a reference in writing 
your own routine that
is optimized to what you are doing in your program.
