That's because you're saying the data is UCS-4, which is quite different from UCS-2. Try UTF-16, which is just a superset of UCS-2; for all the UCS-2 characters, they're exactly the same thing.

Didn't work with UTF-16 either.

But i got it to work, i had to do it "manually":

                if unicode then
                  t=encodings.utf8
                  if tagsize>5 then
                    for i=1 to (tagsize-3)/2
                      r1=bs.readbyte
                      r2=bs.readbyte
                      if little then
                        rk=256*r2+r1
                      else
                        rk=256*r1+r2
                      end
                      data=data+t.chr(rk)
                    next
                  end
                end
