I never had any luck with RB's postgreSQL plugin (tho I have not tried with RB2006). I adopted Aliacta's pgSQL4RB which has worked very well for me.
The latest RB release may have a working plug-in, but I've given up debugging RS's releases in favor of a proven 3rd party solution. Recommended.
