I suggest that you start with the section on dynamic constants in the
User's Guide (page 307...) and the readme for Lingua. You should also
be aware of the fact that in RB2006r1 there are at least ten bugs
related to the use of dynamic constants (in the bug base). They were
listed here some time ago.
You can ask more questions, on list or off, if there are details that
remain unclear. I don't claim to understand or know everything about
dynamic constants and Lingua, but I have made several test
localizations.
