I've been working on my own tool bar off and on for the past week or so. So far this is what I have:
Tears off and displays a pallet (floating) window. Snaps back into place at the top of the window. Fits the width of the window. Works only on Windows. Seems that detecting the edges of windows on Mac might work a little differently than on Windows. I also have a separate pallet (floating) window that does roll-up. Works well on Mac and PC. Since it's possible to have different sizes for title bars (at least on Windows), and I'm not sure you can detect this custom size easily, it might not function properly on all systems.
