As far as I know. You can't do this on MacOS X, aside from patching the system. 
Individual
applications can alter their own cursors of course. 

Obscuring the cursor wouldn't stop mouse movement and mouse down events from 
being handled by the
rest of the system though. What exactly are you trying to implement?
