Er, no. If there's something else, including RB, that could handle
the menu, I return true. If that handler is the only place that the
menu is referenced, I don't bother. Is is good practice to always
return true?
Yes. If I understand your situation, File/New, for example, was not
being handled by the File/New menuhandler, but rather by some other
menuhandler to everyone's surprise. Obviously this is flakey
behaviour, but perhaps returning true in the File/New handler would
prevent it from ever occurring.
