Yes, absolutely.

The marker, while dragging a row, shows me, that I'm in a folder, but I can't find any way to insert a row/folder as a member of an expanded row.

Hmm, it looks like the documentation is not up to date on this point. Both Listbox.InsertRow and Listbox.InsertFolder take an optional third parameter, "indent," which specifies the desired indentation level. Somebody should file a bug report against the documentation.
