Here is what I have my pg_hba.conf file looks like:

# TYPE  DATABASE    USER        CIDR-ADDRESS          METHOD

# "local" is for Unix domain socket connections only
local   all         all                               password
# IPv4 local connections:
host    all         all         127.0.0.1/32          password
# IPv6 local connections:
host    all         all         ::1/128               password

If you are connecting locally, try changing your host to 127.0.0.1. Otherwise, add "10.0.1.3" to the IPv4 list. One last thing to try is to change the "password" mode to "trust" (which will ignore the password and allow the IP to connect.)
