There isn't any easy way to do that, but as a user I wouldn't expect that to happen anyway. Consider a listbox that's big enough for 10 rows, but only has 5 rows of data. What happens when I click the empty space below those 5 rows? My previous selection is deselected. This is what I expect and is a Good Thing. Clicking on an unselectable header row should have the same effect.
