I don't believe there is a difference between SmallSystem and System on Windows. What I have been doing, to get good looking fonts on Windows, is to define constants: SystemTextFont, SystemTextSize. I then use the ability to set different values for constants depending on platform to make SystemTextFont "system" on the Mac and "Tahoma" on Windows. SystemTextSize is "0" on the Mac and, I think, "11" on Windows.
