Wade,
didnt work for me either.
If I were you (becuase I kniw it works)
is use a timer on window 2,
set it mode2 and to 5000
then in the timer action event put Window1.open
Self.close and on window1 open event put Self.Hide
Just checked again and it works.

Subject: Please...Please someone try this for me....
Can someone please download and try this extremely simple app to
duplicate my error....I created on Mac and it runs fine on a
mac....run on Windows2000 and it has below issue.
All this application does is put some static text that is visible on
Window1 that is set to visible=False.....Then I created a second
window2 with more visible text on it....During app.open I set window2
visible to true but the static text will not show....it then sets
window2 to visible-false and displays window1.visble to true...
Like I said very simple as it is just a was to duplicate my error.....
Here is a link to download the very simple app.
