No, it's inherent in how the text is rotated. I think it may be better in newer versions of RB when running on OS X (I vaguely recall something about rotated text being drawn directly by CoreGraphics), but I'm not sure. You could download a demo and try it out if that's your platform, however.
As a partial work-around, you may also try drawing your text to a big picture and then scaling this down to the screen or printer. This will make the jaggies smaller and therefore less noticeable.
