No, it needs to be a single bug. If there are multiple reports that really are the same bug, you can suggest that they be merged, but you need to provide a well-defined problem whose fix can be definitively verified.
From what you wrote before, it doesn't sound to me like the bugs you're describing are the same as the one David is talking about. Your description was more nebulous and sounds to me, at least in a first impression, like it may be several different issues.
