Well, first I can't confirm you that next RB version will have SQLite
3.3.5, then it is very unlikely to have any low level sqlite3 routine
built-into standard RB distribution because everything here is hidden
to end user in order to have a standard compliant database class.
Prepare statements are used inside SQLExecute or SQLSelect methods
but there is no way to have access to virtual machine for end user.
