I experienced a similar problem and discovered that it had to do with the
fact that *nothing* on the window had focus, so the keydown events never got
processed.  Arguably, the window itself should have focus and handle the
events, but my workaround was to put a pagepanel on the window (since a
pagepanel is invisible) and set it to accept focus.  That cleared everything
up.
