   Well, maybe, except that a path starting with "~" IS an absolute path, is it 
not?  It's certainly not relative to whatever my current working directory 
happens to be...

In Unix land, the ~ forms require interpretation.  Hence, they are not
considered to be absolute paths.

Historical note: they started as a feature in the C shell.  As in, you
could use them when typing at the C shell but not the original shell.
Support for them in programs was not available.

Some programs started adding support and it eventually wound up in the
libraries.
