UInt32) as Short
Here, the time parameter is the number of seconds since January 1,
1904. But the Apple docs state that one must go through
Authorization Services to use this in MacOS X. SetDateTime and
related functions are part of the Date, Time, and Measurement
Utilities Reference. The header files are DateTimeUtils.h and
UTCUtils.h.
