Opening JPEG files in Linux apps appears slow

Opening a JPEG file using FolderItem.OpenAsPicture in a Linux app  
appears to be quite slow, taking 15 ticks or so my my reasonably  
modern machine.  I have no sense as to whether this is actually slow  
or not -- is it?
