I don't know about doing that with declares, but I've been working on
that very same issue (or at least close to it) with the MBS plugins.
It requires Universal Access being enabled. I'm trying to get the
front applicaton's active window, and that's working quite nicely
(thanks to a demo of that in the examples that I'm modifying to my
purposes). If you don't want to use a plugin, I guess the first place
to look would be the Universal Access APIs. If you don't mind using a
plugin, I would imagine that the support in MBS would save you a lot
of time.
