This should be possible. In OSX under system prefs, energy saver,
schedule button, you can set a startup time, no hardware required.
The Mac clock chip runs as long as AC or internal battery power is
available, apparently it also contains timers to support the shutdown
and startup schedule function.
I am sure that is the call that Carlo needs access to. I don't know
what library / framework / level the call is at.
