some options:

(a) write your own capture code using declares:
        http://msdn.microsoft.com/directx/
        http://declaresub.com/iDeclare/

(b) write your own RB plugin with above information (trust me, it ain't very pretty)

(c) look for an ActiveX control for Windows? I've seen some floating around on the web that are free. no idea if they play nice with RB

You can also try to use QuickTime for Windows capture, but my experience has been that DirectX is the way to go for WinAPI.
