If you've got a good, clear outline, The Gimp's "selection to path" will
produce the coordinates for you as a string of x and y coordinates in it's
"path" format.

There's then about 5 to 10 minutes of cleaning up to do because the numbers
it produces have 2 decimal places and the numbers in each pair of
coordinates is separated by a space, instead of a comma.

If you've got a cartoon with a strong outline and you haven't got Gimp,
feel free to mail me the picture and I'll have a go at turning it into a
polygon.
