That is correct.
Just like most declares you use only work on the platform where the
called library is compiled for.
If you use a Windows API call, your program will never work unless you
find a similar call in Osx or Linux.

If they are VB6 alike DLLs, then they are ActiveX components. You
should be able to talk to them that way.
Actually, all of VB6 is ActiveX, whatever extension. (ActiveX = Ole
objects)
