No, time is not always money, at least not the way you present it. A company has different departments, with their own budgets, and their own activities. RS has a European branch, and the time allocated by this company to the translation project could hardly have been spent on bug-hunting, since I doubt RS Europe has programmers [yet?]. The role of RS Europe is to promote RB on European markets, not to help squash bug and write new features, and in order to do that, a good selling point is to have a localized version of RB, at least on some markets. English is fine with me, but it is *not* with many people. You can't change whole nations from you own little corner of the web. RS is a company, out there to make money. If translating the IDE means more sales, so be it.
