Correct. This is a change for r3 to support non-printable characters,
such as Tab, the function keys, etc. I believe there is a release
note which says if your shortcut is more than one character, you must
manually specify Cmd or Ctrl in the shortcut string.
In the IDE, simply checking the MenuModifier box will yield this
behavior. Both approaches are fully backwards compatible too.
