Considering my PC is nearly in out-of-the-box status, this is likely
the default setting. Is there a way my application can gain permission?

I'm attempting to access the windows user icon at C:\Documents and
Settings\All Users\Application Data\Microsoft\User Account Pictures
\tekcor.bmp, which is the correct path and I can access from the
desktop. However, my RB app cannot. It claims the file does not
exist, and OpenAsPicture returns nil.
So I'm guessing there is a permissions issue somewhere. What can I
do about this, or if this is not the problem, what is?
Check permissions on the Application Data directory and below
They may be set in a way that makes them inaccessible to you
