No. The Frame property sets the Class of the window being opened
which cannot be changed at runtime. It's appearance can be altered
through declares but changing a window's class at runtime cannot be
done.

I wanted to change a Document to a Global Floater once and ended up
creating two windows.

PS. I can't answer your first question other than to suggest that a
sheet window is modal which might be affecting its appearance and
behavior.
