But on Windows XP, I don't think that the "localhost" virtual name
resolves when there is no network connection, but you can use the
"127.0.0.1" address fine.
localhost should always work, so long as TCP/IP is installed, and in XP
it's nearly impossible to not have it installed, and so long as there
hasn't been an overriding entry placed in the
C:\windows\system32\drivers\etc\hosts file. I suppose some oddly
malformed dns record could also throw it off, but that seems unlikely.
