With REAL SQL Server: (a) The developer IS NOT REQUIRED to purchase a license. The REAL SQL Server demo does not expire and will suffice for most developers. (b) The end user IS REQUIRED to purchase a license once per server. There is no requirement to pay on a recurring basis. By the way... the REAL SQL Server license agreement is brief and clearly written. It addresses all of these issues and is the definitive source of information in these matters.
