I'm able to reproduce the NILObjectException without deleting any
dynamic constant from the project.
I export to Lingua, edit in Lingua, and import the lingua file and BUM

I've been able to confirm this problem using Lingua 1.1, but NOT
Lingua 1.0. The main difference seems to be that v1.1 stores the
modification date in the file header, probably to help with conflict
resolution, but r3 seems incapable of parsing the tag. If I remove
it, the file works fine.
