I verified this behavior on Windows, RB 2006 release 3. It seems like the text font charactaristics don't update or refresh on the screen until some random events happen. Changing the scrollbarVertical to whatever its not seems to work, as well as changing other properties. When I run, it shows properly even if it hasn't refreshed in the IDE yet.

I tried the same procedures on a Mac, and there was no such problem.
