Mac. My basic needs are simple:
+ Three tables: issue, project and contact
+ Relationship: issue - project (one-many)
issue - contact (many-many)
+ Fields: Contact (name + email)
Issue (project, title, description, version

In case you are on OS X, I'd propose to start a Core Data
project using XCode. Select
Core Data Document-based with Spotlight Importer
You solution would be very simple to implement, you get a
first-class Mac citizen and a nice UI. In case you even fill
the stub Spotlight importer, your DB will get indexed by Spotlight
too.
Before I receive flames: I propose to use XCode/Core Data for THIS
