Well, in general, you'll have to take the Mask and blur and lighten it, then 
use it as the mask of a solid-black picture, which you draw with the desired 
offset.

The lightening is easy enough (you can use RGBSurface.Transform), as is the 
rest of it -- except the blurring.  That's hard to do quickly in RB.  So, you 
may need a plugin for the blurring to get the desired speed.  Otherwise, you 
can get fairly close with well-optimized RB code -- though wanting to 
generalize it to allow for any amount of blur will be harder.
