Windows file security

I'm trying to write a workaround for one of my customers for their  
AVID system which incorrectly sets the security of .wav files making  
them inaccessible to most users. Is there a way in realbasic that I  
can set these files to "full access" by "Everybody"? I understand  
that the user who is running must have permission to do so, but I  
have been unable to find a solution.
