Apple is trying to do away with inetd, xinetd, SystemStarter, and
other
various ways that daemons get launched, either at startup or on
demand,
and replacing them all with a new tool called launchd. This article
describes it well:

This would be an excellent opportunity for somebody with a good grasp
of both RB and Unix to make a configuration tool -- something to take
the pain out of creating, examining, and editing launchd daemons and
agents. Mostly this amounts to understanding the format of the plist
files launchd uses, and putting a friendly UI on them.
