There is 28 total main + sub menu (in height).
But a big problem is also if you have a 'wide' menu, then it NOT help
if there is a splitter to get some more space to fill some property
values, then your menus disappears. (Floating Palettes !)
A scroll is needed both horizontal and vertical..
