If I see that correctly, KillerToolBar can do this. Do you mean like a "preferences" toolbar in OS X - so that the buttons are grouped together and only one "sticks" so to speak? If so, check out the demo and select either the "Horizontal Preferences Toolbar" example or the "Vertical Preferences Toolbar" example.
