HI Karen,
I've been doing this to emulate tear-off menus in X11 on OS X. It
should work right for a palette window as well.
I create a Windows class that is an Application Floating Window
I add enough BevelButtons to handle my largest tear-off (palette)
I create a New instance of the window with the proper number of
Bevelbutton controls visible and populate the captions with the menu
items
I then size the new window to fit only the visible bevelbuttons
