A dictionary is great for string lookups, but not substrings.

If you build a different mechanism that's fast enough for substring lookups, then why do you need a dictionary at all?

And if you have a string that needs looking up how do you know whether it's a full string or just a substring? It seems to me that you need to do the substring based lookup in almost every case, so I wonder if the dictionary really helps much in this case.

BTW I'm a REALLY big fan of the dictionary but it doesn't seem to me that it fits the meat of this problem.

a tri is perfect for this sort of thing as you only store enough to distinguish items from each other
