No, not necessarily; a PEF app can be built either as a single,
monolithic file, or as a bundle. RB builds PEF apps as single files
unless you use dynamic localizable constants, in which case it has
to use a bundle.
If the Run In Classic checkbox is not present it usually means you do
not have a creator code set. However this might also be related to
your application having dynamic constants/being compiled as a bundle,
I am unable to run bundled PEF apps on classic (I reported this back
when 2006r1 was in beta)
