Just a fast check here in Suede it returns 2 (on intel) that is
correct,
but I have to check, there is one time zone that use 15 minutes if
I remember correct.
Ever been to the Chatham Island, New Zealand or Katmandu, Nepal?
Those are the only two I know of.
