No. You're thinking of pixel coordinates as little squares, but they're not; they're the locations between the little squares. So there's no "including" or "not including" the endpoints; the endpoints are between pixels anyway. Of course the pen having a nonzero width does complicate the issue. You could make an argument that even though the width and height of this line is zero mathematically, you have to add to that the pen size.
