My quandry is how exactly to implement this behind the scenes. I figure the
best way to do this is to use two different tab panels and display the
appropriate tab panel depending on the print format the user selected. The
problem is, how to implement this?

The current version is already confusing. Too confusing, IMHO.
I suggest stepping back, taking a deep breath, then a long swallow of
your favorite relaxing beverage, then rethinking the problem. How can
you reorganize the whole interface to operate according to what the
user may be thinking?
I think that with the proper approach, you won't to worry about
nesting page/tab panels or container controls.
