Is there any way for passing data between PHP & RB?

A great option for many applications would be a RESTful architecture:

In short, have your PHP application present its model as if it consisted of XML documents. Other applications can then read or write state by HTTP PUT/POST/GET.

Such an application is about as open as it can be: any language, on any platform, of any significant value, can almost certainly read and write XML via HTTP.
