I can't comment for the rest of the country, but in Arizona, no, that
isn't the case. They have several distinct area codes within the Phoenix
metro, then a couple others for the rest of the state. Calls within the
metro are, by and large, just local calls, and if it is long distance
you'll know because you need to dial a 1 first. It didn't seem to matter
by carrier, unless you used a really oddball payphone.
