Even pre SP1 had zip handling, just not anything accessible from the command line. Rather, it's an explorer extension. You can use compress from the command line, but that isn't the same. So, zip handling, just not in a script friendly way. It might be possible to write a vbscript to do it, but offhand I'm not sure of that either.

Windows XP SP2 must have a zip tool since you can send a folder or
file to a compressed (zipped) folder and also open a zipped file by
just double clicking on it
