We don't have antivirus software running on our machine. I am not sure about the two users reporting the problem, however.

Are you running any AntiVirus-Software on your machine? We had similar problems with Symantec AntiVirus on OS X 10.3.x and 10.4.x since the AV scanner "occupied" the newly created file for a few milliseconds. Thanks to Joe Huber, btw, who gave us a clue to all this. However, our solution was to "delay" (MBS function) a few milliseconds in order to allow the AV scanner to get its work done. An untested workaround might be to create yet another dummy file in order to finish the AV scanners work and make it pay attention to your dummy.
