This is one of the reasons to consider using a UDP socket instead.
That way you can control the rate of packet transmission yourself.
But of course you also have to handle packet ordering and
retransmission yourself to if they're needed.

bandwidth, only how much data is being chugged into it, and
specifically the size of chunks you feed it.
